Principles of War: Wargames Rules for Regular and Colonial Conflicts in the 19th Century – Waterloo to Mons by T. M. Penn. Copyright 1995 T. M. Penn. These rules have been superseded by the more recent “19th Century Principles of War” rules and lists.
The following is taken from the Introduction:
“These rules are designed to cover warfare between the end of the Napoleonic Wars and the opening of the First World War. This was a period of change. The development of the train enabled a rapid mobilisation of the new conscript armies and kept them supplied. Weaponry advanced from smoothbore firearms to bolt action rifles, machine guns and quick firing artillery.
The nineteenth century was also a period of colonial conflict with small “European” armies going out to conquer large areas of the third world from fierce, but poorly equipped, native armies.
Some of the systems used in POW originally appeared in the “Warring Empires” wargame rules published by Chris Pringle in 1992. The innovations in these rules have been refined and improved and Chris Pringle fully endorses the ongoing development of the rules system.”
84 page A4 paperback manual with a separate A4 card playsheet. 45 pages of rules followed by army lists divided into the following sections:
- European Army Lists
- American Civil War Army Lists
- Colonial Army Lists
These are followed by a system of random colonial army generation including appropriate terrain for the armies.
The rules are designed for whole units with no casualty removal so any scale of figures may be used. For larger actions 6mm and 15mm figures are best but 25mm could be used if the player wishes. The following assortment of dice are needed: D4, D6, D10, D20 and Average dice.
In addition to the army lists present in this manual three additional sets of Army Lists were published for these rules.
New and unused with some slight marks to the cover and scuffing the edge of the playsheet.
